(If a higher level has been learned, it will be activated according to the level learned. Material will be consumed when casting, if the material are not carried it will not be cast.)

When using Cart Tornado Lv10, there is a 70% chance that Explosive Powder Lv1 will be activated. (If you have learned a higher level, it will be activated according to the level learned)(Skill Expllosive Powder not available yet).
